The tower contains the upper part of the three-storey tall Concert Hall.

General Office Council Chamber Committee Room Committee Room Council Chamber General Office On the first floor, directly above the entrance hall and of the same semicircular shape, the Council Chamber was described as a "dignified room intended for meetings of bodies such as the BBC's Advisory Councils, and enabling, for instance, representative international committees to meet in London under the BBC's own roof."

Also on this floor were the larger administrative offices, such as the General Office, (where most the typing was done), the Registry (where post was sorted and files kept) and the printing and duplicating rooms.
